Horizon Building Consulting Services (HBCS), provides independent, technical expertise for multi-faceted projects that involve facilities and all resources associated with them including personnel, process, organization, financial and all other means of support. Our professionals plan, program, budget, execute, administer and support projects in the precise manner requested by the contracting agency, division or office.
HBCS manages all types of construction/renovation and Facilities Management projects from design to completion. Associated with the analysis and as part of the implementation, we develop the scopes of work, design specifications, and cost estimates for all phases of a project.
In accordance with industry best practices, HBCS prepares a quality assurance plan that tracks and reports on all aspects of a project. The contracting agency will have ready access to all such reports (including online) and critical HBCS personnel teaming with Quality Partners to discuss project status at any time during the project or contract life.
